Call to Order / Opening Remarks by the President (7:13 p.m.)

Owners Forum: (7:19 p.m.)
Owners may address The Board – 2 minutes for each homeowner – collectively 30 minutes maximum.  (Written submissions accepted over 30 minute time limit).

  • Concerns:
  • Several homeowners expressed concerns over the $10 increase in monthly dues.
  • Board member, Susan Joseph, explained the “unknown” is what added to the $10 increase…foreclosures, lawsuits, etc.
  • A homeowner specifically expressed concerns about the cost of communications for the HOA.  He requested the Manager research the possibility of using walkie-talkies compared to cell phones.
  • Requests:
  • A homeowner requested that a potted palm tree in the common area near her home be removed.
  • A homeowner requested that Playmor’s Website be updated faster.

 

Violations: (7:49 p.m.)

On April 4, 2008, Owners and/or Tenants is/are accused of violating the rules & regulations pertinent to:  Any owner desiring to install an antenna must complete a notification form (architectural change form) and submit it to the Board of Directors at the association office.

On April 4, 2008  Owners and/or Tenants is/are accused of violating the rules & regulations pertinent to:  all installations shall be completed so they do not materially damage the common area, limited exclusive use, or individual units, or void any warranties of the condominium association or other owners, or in any way impair the integrity of the building.

On Tuesday, April 22, 2008, Owners and/or Tenants is/are accused of violating the Rules & Regulations: Car washing in Playmor Bernardo complex…..Owner or Tenant was washing his car with HOA water between 6 p.m. and 7 p.m.

On  Tuesday, April 8, 2008, at approximately 3:00 p.m., the owner/tenant’s was walking dog on an extendable leash, lost control of the dog, the dog ran across the road and lunged, growling and barking at other owner/tenant’s dog, who was on a leash.  This is in violation of the HOA’s policy that “No dog shall enter the common area except while on a leash held by a person capable of controlling the dog.”

On Monday, May 5, 2008 at noon, Owners and/or Tenants is/are accused of violating the rules & regulations unauthorized use of Homeowner’s assigned parking space at 17xxx Fairlie Road.

On May 9, 2008 Owners and/or tenants is/are accused of violating the Rules & Regulations:  Thank you for removing the satellite dish from your deck, however it is still protruding outside of the patio wall.   VIOLATION: Satellite Dish protruding above patio wall into the common area.

Owner received notice on March 14, 2008 to have plant (tree, brush or vine) removed by April 11, 2008.  VIOLATION: failure to remove plant (tree, brush or vine) as requested by the HOA.

The Board determined that the bougainvillea plants are all so overgrown that they now pose not only a fire hazard but that they must be cut back in order to preserve the integrity of the second story deck. 

 

Owners Request (8:23 p.m.)

  • The homeowner at 17xxx Fairlie Road requested to install a satellite dish: The Board will re-consider this request when the dish has been installed properly. Tabled until June 16, 2008.
  • There were two fine appeals to the Board of Directors:
  • Owner & Tenant
  • Owner                       

In order for a fine appeal to be re-considered by the Board, at least one Board
member must make a motion for further discussion in Executive Session.  No
Board member made a motion for further discussion on these fines as no new
evidence was presented to the Board.

Special Presentation by Insurance Agent Paula Crowder (8:30 p.m.)

  • Paula has been Playmor Bernardo’s HOA Insurance Agent for eight (8) years. 
  • There is a total of $73,000 in losses as of May’s meeting.  She said it is imperative (somehow, someway) to keep loses and inquiries down. 
  • Our master policy is more difficult to market this year due to Playmor’s current loss rate.  Because of this, she anticipates our renewal premium to increase.
  • Each and every inquiry to the Master Policy increases our rates.  This is true even in the case of an uncovered event where no money has ever been paid out.
  • Paula also said each individual unit owner should have his or her own insurance policy.  The HOA’s insurance does not cover interior additions, personal property, and loss of use, earthquake, flood, or personal unit owner’s liability.  The master insurance policy for the HOA covers only buildings and common area.
  • Paula stated that Playmor’s rates are actually reduced because the Board employs an on-site manager.

 
Committee Reports (9:18 p.m.)  

  • Budget & Finance Committee: No Report
  • Landscape Committee: Because the multitude of requests they have received, the committee will be meeting once a month to review owner requests. 

 

Manager’s Report (11:05 p.m.)

  • Financials
  • The Board considered two homeowner requests:

 

  • Owner on Fairlie Road requested that the late fees be waived on account due to recent job loss.  The Board requested that the owner submit a payment plan in order to return their balance due to $0, at that time the Board will re-consider this request.   (MSC)
  • Owner on Fairlie Road submitted promissory note with anticipated payment date in June.  Homeowner requested the Board re-instate their status as “Members in Good Standing” so they can have pool privileges for the summer.  The Board will re-consider this request at the June 16, 2008 Board meeting after payment has been received.  (MSC)
  • Board member, Susan Joseph, had requested the Manager explain the process for taking bids on large projects.
  • A Board member requested the manager get a bid for painting an entire building with stucco and trim.  Manager is to report the cost to the Board at next month’s meeting.
  • The Board requested the Manager let them know if any line item in the 2009 budget exceeds the approved amount.

Unfinished Business (12:45 a.m.)

  • Cancellation of security service: Tabled from the April 23, 2008 Board meeting.

A motion was made to continue service until September 30, 2008.  (MSC)
The manager will write letter in June to give 3 months notice.

New Business (12:49 a.m.)

  • A proposal was submitted by Joe Perna, CPA, to perform Playmor’s year end audit for Fiscal Year 2008.  The Board decided to hire Joe Perna, CPA, to perform the annual audit for $3,000.

  • The Board will continue in its’ collective effort to form a “vision” to outline the priorities of the Board, management and other staff for Fiscal Year 2009 and beyond.  This item has been tabled for continued discussion as an ongoing project as the Board works on forming a strategic plan towards this goal.
  • Board to discuss / adopt water conservation issues. This item was tabled until the June 16, 2008 Board meeting.
  • The Board approved an increase in Escrow Charges/ Document Fees/ Transfer Fees.  A motion was made to increase the maximum charge from $150 to $300.  (MSC)
