Owners Forum (Owners may address the board - 2 minutes each) 7:17 P.M.

Concerns and Requests: Several owners attended and voiced their concerns regarding: seasonal foliage falling in pool and concerns, regarding dues; date the roofing loan will be paid in full; and landscaping request related to a home currently for sale; Degenhardt requested their unit be re-plumbed due to multiple leaks this year.

  • Mason correspondence: submitted to the board for review
  • Mobile-mini storage financing option and maintenance area materials request
  • Banco Popular lending: loan could be pursued by board’s direction

Board vote for lien approval: it is resolved that the board authorizes that a lien be recorded on the properties with assessor parcel numbers (see below). In the event payment in full is not received by the deadline imposed in the intent to lien letters. (MSC)

The HOA budget for water FY 08 is only $18,000 per month.

Manager presented the possibility of sub-metering;  and  changing the status of two existing meters from combined domestic and irrigation meters to domestic only and then connecting irrigation lines to existing irrigation only meters. Discussed Playmor’s status as a multi-tiered residential complex—the city charges all domestic water usage at a 100% sewer cost.

  • OWNER: On Monday, July 22, 2007, at approximately 11:05 p.m. owner/tenant is accused of violating the rules & regulations with respect to:   in pool/spa after hours. Violation found  
  • OWNER: On July 16, 2007, owner/tenant is accused of violating the rules and regulations pertinent to: satellite dish on chimney. Violation found
  • OWNER: On Monday, July 22, 2007, at approximately 10:55 p.m. owner/tenant is accused of violating the rules & regulations with respect to:  In pool/spa after hours.   Violation found.
  • OWNER: On Monday, July 22, 2007, at approximately 10:00 a.m. owner/tenant is accused of violating the rules & regulations with respect to: (1) modification of existing landscaping without prior written approval by the board and (2)  child wasting HOA water.No violation found / either issue.
  • OWNER: On Friday, July 27, 2007, at approximately 11:10 p.m. owner/tenant is accused of violating the rules & regulations with respect to: in pool / spa after hours – four male subjects in pool # 1. Violation found.
  • OWNER and TENANT: On July 16, 2007, at approximately 6:00 p.m. owner/tenant is accused of violating the rules & regulations with respect to: failure to clean up after pet. OBE – pet not on leash.
  • OWNER: On Monday, July 16, 2007, at approximately 7:00 p.m. owner /tenant is accused of violating the rules and 
        regulations:  alternations to air conditioning unit not submitted in writing and approved by the board. Violation found.
  • OWNER and TENANT: On Tuesday, July 3, and Wednesday, July 4, 2007, between 11:00 p.m. and 2:00 a.m. owner/tenant is accused of violating the rules and regulations with respect to noxious or offensive activities in a     condominium or area of the project interfering with the quiet enjoyment of the owners of adjacent units:  loud party, music, shouting and singing second floor deck. Violation found.
  • OWNER and TENANT: On Friday, July 6, 2007, between 11:00 p.m. and 2:30 a.m. Saturday, July 7, 2007, owner/tenant is accused of violating the rules & regulations with respect to noxious or offensive activities in a condominium or area of the project interfering with the quiet enjoyment of the owners of adjacent units: loud party, second floor deck, shouting, singing, loud talking on cell phones, calling down to car in parking lot with car music blaring at 2:00 a.m. Violation found.
  • OWNER and TENANT: On Friday, July 27, 2007, between 10:00 p.m. and midnight, owner/tenant is are accused of violating the rules & regulations with respect to noxious or offensive activities in a condominium or area of the project interfering with the quiet enjoyment of the owners of adjacent units: loud talking and yelling on patio. Violation found.
  • OWNER and TENANT: On Friday, August 4, 2007, between 2:15 p.m. until after 3:00 a.m. owner/tenant is accused of violating the rules & regulations with respect to noxious or offensive activities in a condominium or area of the project interfering with the quiet enjoyment of the owners of adjacent units: loud talking laughing, and yelling on second floor deck. Violation found.
  • OWNER and TENANT: On Saturday, August 4, 2007, and Sunday, August 5, 2007, between 11:00 p.m. and 2:30 a.m. owner/tenant is accused of violating the rules & regulations with respect to: noxious or offensive activities in a condominium or area of the project interfering with the quiet enjoyment of the owners of adjacent units:loud party started at 11:00 p.m.  laughing, and yelling on patio while playing a game. Violation found.
  • OWNER and TENANT: On Tuesday, August 7, 2007, between 2:45 a.m. until after 3:30 a.m. owner/tenant is accused of violating the rules & regulations with respect to noxious or offensive activities in a condominium or area of the project interfering with the quiet enjoyment of the owners of adjacent units:loud talking, guitar playing, and singing. Violation found.

Unfinished Business 10:18 P.M.

    1. Neighborhood watch committee chair designation of Jonathan Daitch  tabled until next month / perhaps Joann Hernandez
    2. Regarding non-payment of dues: the board will revoke owners’ privileges to use all common area amenities. Such owners must remit their i.d. tags and keys to the office no later than September 4, 2007. All privileges to use the tennis courts, pools, spas, barbecue and to receive Time Warner cable service are revoked until the membership status has been restored to “in good standing.”   (MSC)
    3. Revoke members privileges (List available in office). All other members are in good standing.
    4. Treasurer’s water study: the treasurer and several homeowners attended a meeting held by the city of San Diego, as has been widely published, water rates will continue to rise, next increase will be voted on in October, and effective in November if passed.
    5. Degenhardt / Callahan “meet and confer:” board appointed Jeff Wilson to represent the board at the meet and confer.  Homeowner requested that board member Rita Ranes attend as well. Mr. Wilson will contact Kristy Callahan to arrange the date and the time.  (MSC)

New Business

  • Ekbatani appeal:  no change
  • Yellin landscaping request: tabled, owner not present
  • Playground request: tabled – no data for review
  • Cable TV vote: should the board discontinue cable TV service as a benefit to homeowners? Issue will be placed on the ballot for the annual meeting. Must have a majority vote to discontinue this amenity. (MSC)
  • Small claims Boyd-Malone: manager and president, will personally file the claim in small claims court, effectively saving $400 in attorney fees.
  • Inspectors of election : conditional appointment of Joe Perna, CPA.
  • Sub-metering: manager presented the possibility of placing water meters in each individual home resulting in owners taking responsibility for their own personal water usage.
  • Annual audit for fiscal year 07: prepared by Joe Perna, CPA approved as submitted  (MSC)
